II.3)Description of the field(s) covered by the call for expressions of interest:The Delegation of the European Union in Kinshasa is seeking to occupy office space (via purchase or rent). The surface area sought is between 2 500 m2 and 2 700 m2, which the tenderer undertakes to fit out according to the Delegation"s instructions.

II.6)Additional information:Ideally, this building will be exclusively for the Delegation. Preference will be given to a building that is no more than 4 storeys high and meets strict safety, access and comfort standards.The building will preferably be built on a plot of land surrounded by a wall high enough to prevent any intrusion. Ideally, the main building will be 20 to 30 metres away from the road. It will be located in the diplomatic areas of the communes of Gombe or Ngaliema (no further than the Hammarskjöld bridge).The proposed office space must be able to accommodate between 80 and 90 staff members, divided between individual, shared or even open-plan offices. It must also allow for the fitting out of 4 meeting rooms, including a large conference room that can accommodate 70 persons, premises for archiving, storage rooms, a room for computer servers and another one for security and remote surveillance installations, as well as a cafeteria. Each floor will have toilets and showers.The specific fitting-out details (area distribution and layout in the building, safety aspects and other technical details) will be specified at a later stage under the actual negotiated procedure.Parking space for approximately 45 cars shall be available in the building"s secure area, and at least 30 other parking spaces shall be accessible within a 100-m radius of the entrance.The building must also have enough space to install generators and their diesel storage tanks, as well as a sufficient water reserve.The office space must comply with all standards applicable in the DRC vis-à-vis construction, but also with regard to safety, occupational health and fire prevention. Access for persons with reduced mobility shall be guaranteed. Compliance with EU standards, sustainable energy constructions and, more specifically, energy efficiency will be considered an advantage. The maximum permissible floor load shall be compliant with office occupation. The overall quality of the finishings as well as the mechanical and technical equipment must meet EU standards.The office space must be available for use between 2018 and 2019.
